ARCH Consulting Group Ltd. is currently seeking a Land Economist / Valuation Expert to contribute to a multidisciplinary team being assembled for an important energy infrastructure assignment in Belize.

The role calls for strong and extensive experience in land, property and asset valuation in Belize. Ideally, we are seeking a professional whose experience covers the broader scope of the assignment. However, we are also keen to hear from professionals whose principal expertise is in land, property and asset valuation and who bring substantial relevant experience in Belize.

The Belize Second Interconnector Project

The assignment relates to the Belize Second Interconnector Transmission/Submarine Cable Project, an electricity infrastructure project intended to strengthen Belize’s transmission network and improve the reliability and resilience of electricity supply.

The proposed infrastructure would establish a second interconnection between the Maskall area on the Belize mainland and San Pedro, Ambergris Caye. Project components include the expansion of the Maskall Substation, approximately 13 km of overhead transmission line from Maskall toward the coast, approximately 26 km of submarine cable to Ambergris Caye, an underground cable connection on the island, and a new substation in the San Pedro area.

The role of land and asset valuation

An important component of the assignment is ensuring that potential impacts on land, property, assets and livelihoods are properly identified and valued, and that appropriate compensation can be determined where impacts cannot reasonably be avoided.

The work includes the inventory and valuation of potentially affected assets, which may include land, structures, crops, trees, businesses and community assets and other livelihood-related assets.

The expertise we are seeking

For this role, strong experience in land and asset valuation in Belize, together with a sound understanding of Belizean land acquisition and valuation procedures, is particularly important.

Relevant professional experience may include:

  • extensive experience in land, property and asset valuation in Belize;

  • valuation of land, buildings, structures and other property and assets;

  • valuation work associated with land acquisition, infrastructure or development projects;

  • valuation of crops, trees, businesses and other affected assets;

  • experience supporting compensation assessments and frameworks;

  • experience contributing to Resettlement Action Plans (RAPs), livelihood restoration planning, or similar land acquisition and compensation processes would be a significant advantage.


Experience applying IFC Performance Standard 5 (Land Acquisition and Involuntary Resettlement), World Bank ESS5, or comparable international environmental and social standards would also be particularly relevant to the assignment.

We recognize that professionals with extensive valuation experience in Belize may not necessarily have worked directly under IFC PS5 or World Bank ESS5. Where a professional has strong relevant valuation experience but limited prior exposure to these standards, they will work alongside our technical partners and specialists with extensive experience applying international environmental and social standards, who can provide guidance on the applicable requirements and methodologies, and their integration into the valuation approach.
